Opportunity with context

Benefits built around your investment.

From a tourism development to a retirement property, the applicable framework depends on your project, investor profile, and approvals. Ordinary land ownership alone does not establish an exemption. These are the principal relevant programs, rather than every incentive offered across the economy.

01 / FOREIGN INVESTMENT · LAW 16-95

A national-treatment framework

Foreign and domestic investors generally share investment rights and obligations, subject to restricted activities and applicable law. ProDominicana provides investment facilitation and registration services. [1]

What to verify: the ownership structure, investment registration, title, permitted use, and any sector-specific restrictions.

02 / TOURISM · CONFOTUR

Incentives for approved tourism projects

Potential relief spans income tax, real estate transfers, IPI, formation charges, construction fees, eligible imports and ITBIS, financing, and qualifying investment deductions. [2]

What to verify: project classification, covered property, tax authorization, start date, remaining term, and buyer eligibility. A resale or existing hotel is not automatically covered.

03 / RESIDENCY · INVESTOR ROUTE

A route to Dominican residency

DGM offers an investor residency route requiring certified investment and supporting immigration documentation. Approval is separate from purchasing a property. [3]

What to verify: certification, residency visa, source documentation, medical requirements, and your specific investment structure. Residency is not automatic citizenship.

04 / RETIREES & RENTISTAS · LAW 171-07

Relief for qualifying residents

Approved beneficiaries may receive a first-property transfer-tax exemption and qualifying mortgage-tax relief. The law also covers certain capital gains, dividend/interest income, household effects, and vehicle importation. [4]

What to verify: qualifying income, approved and valid residence, property conditions, and required exemption procedures. This is separate from the ordinary land-investor route.

05 / U.S. INVESTORS · CAFTA-DR

Treaty protections for covered investments

Chapter 10 addresses national treatment, minimum treatment standards, expropriation and compensation, investment transfers, and conditional investor-state arbitration. [5]

What to verify: covered-investor status, reservations, exceptions, and procedural rules. Treaty protection is not a U.S.-only land tax exemption or investment insurance.

06 / U.S. TAX PLANNING

Plan across both jurisdictions

U.S. citizens and resident aliens generally remain subject to U.S. tax on worldwide income. Dominican incentives do not automatically remove U.S. taxes or reporting obligations. [6]

Your next step: review the ownership structure, income, sale proceeds, and reporting with a qualified cross-border tax adviser.
